UPS commissioning is the set of verification and startup activities performed on a new, installed, or reconditioned uninterruptible power supply before it is placed into operation to handle critical load. It encompasses identification and documentation (nameplate data, manufacturer, model and catalog number, output voltage rating), pre-energization walkthroughs (review of the owner's project requirements, basis of design, and relevant specifications; verification of bonding and grounding correctness per applicable codes; confirmation that working space is clear), energization supervision (controlled energization under field conditions with access restricted), and post-energization measurements and functional checks. NETA ECS-2024 8.2 organizes these activities into five sections: Identification, Pre-Energization, Energization, Post-Energization, and environmental context (Ambient conditions and comments on any deficiencies found).
A UPS is a critical single point of failure for its downstream load - if it fails to switch to battery backup when line power is lost, or if its output voltage is incorrect, downstream systems lose power or are damaged. Commissioning before the unit is energized catches installation errors, wiring mistakes, missing grounding, or specification mismatches before they can cascade into a failure under load. The pre-energization walkthrough and documentation review confirm that the equipment matches the design intent and the site conditions, that personnel safety is protected, and that bonding and grounding meet the electrical code so the UPS can operate safely and deliver the voltage the load expects.
Commissioning is performed once, before a UPS is first energized at the site - typically after mechanical installation and all electrical connections are complete and inspected, but before the unit is brought on line and integrated with the site's power distribution or tied to the critical load. On a retrofit or upgrade project, commissioning may be repeated for a replacement UPS unit.
The commissioning team assembles before energization and works through the NETA ECS-2024 8.2 checklist. Identification data (manufacturer, model, catalog number, output voltage, and serial number from the nameplate) is recorded alongside the date and ambient conditions. The owner's project requirements, basis of design, and applicable electrical codes or project specifications are reviewed and confirmed to match the installed equipment. Visual inspection confirms that bonding and grounding connections are in place and correct per applicable standards, that working space around the unit is clear of obstructions, and that all necessary safety precautions and access restrictions are in place. The unit is then energized under controlled conditions with access restricted, and post-energization output voltage and any other functional requirements are measured and logged. Following energization, a thermographic survey of the equipment is performed per Section 9, the equipment's loading is compared against the design criteria, and if required by the OPR a power-quality survey is conducted; the completed test data supports the commissioning report.
Manufacturer name and model/catalog number from the nameplate, output voltage rating in volts, ambient temperature and humidity at the time of commissioning, the date and time of energization, identification of the person(s) performing the commissioning and the supervising engineer or technician, any deficiencies or non-conformances noted during the pre-energization review, measured output voltage and any other post-energization functional measurements specified by the project requirements or the equipment manual, the initial energization date for warranty purposes, thermographic survey results, and measured equipment loading.
NETA ECS-2024 8.2 establishes that commissioning is complete when all identification data is captured and filed, all pre-energization checks pass (bonding and grounding correct, working space clear, procedures and specifications reviewed), the unit is energized without incident under supervision, and post-energization output voltage matches the nameplate rating and any project or load requirements. Any deficiency noted during the pre-energization review - incorrect grounding, inadequate working space, missing documentation, or specification mismatch - is logged and resolved before the unit is considered accepted and placed into service.
