NETA
ANSI/NETA MTS-2023 is the maintenance testing specification for electrical power equipment and systems. It is published by NETA, the InterNational Electrical Testing Association, and carries the American National Standards Institute designation. It describes the inspections and electrical tests used to assess equipment that has already been in service, so that deterioration is found before it causes a failure.

The document follows the same equipment-class organization as the acceptance specification from the same publisher, covering switchgear, breakers, transformers, cables, protective relays, instrument transformers, rotating machines, batteries, grounding and related systems. Its focus is the in-service asset: how it is inspected, what is tested, and how results are compared with earlier readings, with manufacturer data and with the baseline set at commissioning. It also addresses how test frequency can be adjusted to equipment condition and criticality. Facility owners, reliability and maintenance engineers and independent testing firms use it to build maintenance programs and to write the procedures and reports behind them. The pages in this encyclopedia that cite ANSI/NETA MTS-2023 explain each test in general terms and point the reader to the document itself for the governing procedures and criteria.
